Berlin, January 24, 2024: – Dierks+Company, a leading strategy and legal consultancy, significantly expands its capabilities with the addition of Marcus Guardian, an experienced Health Technology Assessment (HTA) expert. Guardian joins Dierks+Company as a partner and will lead the newly opened Brussels office to drive the firm's Governmental Affairs and EU HTA practice areas.
Marcus Guardian has been instrumental in developing the EU HTA process throughout the past decade and is immersed in its requirements and background more than almost anyone else. He headed the European Network for HTA (EUnetHTA) until September 2023. He also played a key role in setting up the EU HTA Coordination Group and its legal framework (HTAR). As founder and managing director of the “Heads of HTA Agencies Group” (HAG), he brought together key European HTA decision-makers and created a forum to discuss and agree on key strategic issues relevant to EU HTA agencies.
As General Manager, Marcus Guardian was responsible for the launch of the International Horizon Scanning Initiative (IHSI) in 2018. Under his leadership, IHSI developed a comprehensive global database of pharmaceutical products in the development phase, combined with state-of-the-art data modeling tools. This progress has been key in strengthening the innovation readiness of healthcare systems.

Shortly before the end of the year, Dominik Roters, then head of the legal department and deputy managing director of the Federal Joint Committee (G-BA), also joined Dierks+Company as an equity and managing partner. The experienced legal expert for pharmaceuticals, medical devices and healthcare will further develop Dierks+Company's strategy and integrative business model. Roters specializes in complex legal matters in the healthcare sector, particularly in relation to pharmaceuticals and legal issues concerning statutory health insurance.
